Breaking News: Murder of Democracy in Goa

In a clear example of murder of democracy, Pratap Singh Rane, the speaker of Goa Assembly, allowed the minority Congress Govt. in Goa to win the vote of confidence. Rane rejected the petition filed by the opposition GDA (Goa Democratic Alliance) for the disqualification of an independent MLA, but restrained two MGP MLAs and another Congress MLA from voting. Chief Minister Digambar Kamat won the trust vote by a voice vote amidst chaos and walkout by the entire opposition.

If that was not enough, the Speaker cast his own vote in favor of the Congress Government to get it through. It can be recalled that Pratap Singh Rane is a staunch congressman and was the former CM of Goa. The BJP-led GDA is in a shock, although it smelled the conspiracy before the vote of confidence and met President Pratibha Patil to complain against it. Now the GDA is planning to move to the Supreme Court to get justice.

i think there is no murder of democracy gentleman..what the BJP was doing by aligning with same forces as mr monserrate , mr alemao, with whom mr parrikar detested and promised never to align with before elections ,shows only the dark face of BJP..in fact it was the BJP which was trying to murder democracy...for to come to power they can do a u turn and throw all basic moralities to the winds..i cant understand why people have short memories and different yardsticks to judge people..

Here we are not talking about political party, as we know they are birds of the same feather. In the past 16 years, Goa has seen 15 Chief Ministers. So, political situation in that state is clearly understandable. Even Congress recently toppled the Jharkhand government in the same manner.

However, we can't turn a blind eye when people who are in charge of the constitution or democracy, act in a partisan manner. They must forget their past political affiliation to uphold the sanctity of their posts. President, Governor and Speak must act in a dignified manner because they are always revered at high esteem. A few points that make us believe that democracy was murdered in Goa. Here they go:

1) The Governor had asked the speaker to conduct the floor test first as soon as the house commences, and then go with other house proceedings. But the speaker heard the disqualification petitions first, then took his decision in haste.

2) He did not disqualified the MGP members. He "restrained" them from voting. Isn't it outrageous?

3) On what ground, the speaker restrained the members from voting. After all, there was no party whip from the MGP. It seems that the speaker exercised the Congress whip on MGP members.

4) Such a crucial floor test was decided by a voice vote rather than a secret ballot. Since the difference is only 1 between these two parties, the validity of a voice vote is always questionable.

5) Ironically, the speaker first announced that the Kamat government won the vote of confidence by voice vote, and then went on to cast his own vote in favor of the government. There was no need to do that. According to the constitutional provisions, a speaker can cast his/her own vote, only if there is a tie. There is no doubt that such a situation did not arise in Goa Assembly today.

We admit that all political parties follow corrupt practices and adopt illegal means to capture power. But does it mean that our Presidents, Governors and Speakers follow them? Only the public will answer, but not anonymously. They have the guts to answer it openly.
