Justice Srikrishna has submitted the much-awaited sixth Pay Commission report to Finance Minister P Chidambaram. According to media reports, Justice B. N. Srikrishna has recommended over 40 percent hike in the basic salary for the government employees at the senior level.
There will be a substantial hike for government employees in other categories as well. The hike may take effect from the earlier date of January 01, 2006. That means, all government employees will get huge bonanza in terms of arrears.
While the report suggested that DA (Dearness Allowances) to be hiked to 14% of basic pay, HRA in Mumbai, Delhi will remain unchanged at 30% of the basic salary. The government has also decided to merge 50 per cent of the Dearness Allowances (DA) in the basic pay of its employees. The Pay Commission report will benefit 55 lakh Central Government employee, which might the cost the government Rs.13,000 - Rs. 16,000 crore per annum. The commission was set up by government in 2006.
We just received the latest update on some of the important recommendations in the sixth Pay Commission report.
Here are those key features:
1) Lowest Salary - Rs. 6,600/
2) Education Allowances for employees having two children - Rs. 1,000/ (Earlier, it was Rs. 100/)
3) Highest Salary - Rs. 90,000/ (Cabinet Secretary)
4) National Holidays - 3
5) Gazetted Holidays to be cancelled
6) Pay hike will be implemented from January 01, 2006
7) Maternity Leaves: 6 Months
8) Employees living in A-1 Cities - 30% HRA (Unchanged)
9) Employees living in A, B, B-1 Cities - 20% HRA
10) Incentive Schemes will be announced
11) New Medical Insurance Scheme to be launched for government employees
12) Market-driven pay for scientists and all other jobs that require professional skill set.
13) Total number of salary grades to be reduced from 35 to 20.

By saying that veriable increment is limited to only 20 % of the staff strength, the commission assumes that 80% of Govt employees are in the non performing category. This is a most unfortunate view to take by a body appointed by the Govt itself!
It's highly frustrating to hear pay commission report . It seems report prepared by aged members works for their benefit do not want to share with others. Hike is nominal it needs to be reviewed.
The employees in Pay Band 1 are getting least benefit. LDC and UDC are most affected by the pay disparity. Most of the LDC and UDC are graduates/post graduates with computer literacy. They will be grossly underpaid if this sixth pay Commission report is implemented.
No CCA. Only Transport allowance. For pay band1, the transport allowance recommended is a mere Rs.400/- + DA Whereas it is Rs.1600/- + DA and Rs.3200/- + DA for the next higher pay bands. This is causing even greater pay parity.

The pay band of accounts officers merged with the pay band of scon officer/assitant acounts officers is irrlevant. THhe pay scale/ pay band in resect of accounts officers should be merged with senior acounts oficers with grade pay of Rs 5400. since the post of senior accounts officer is derived from the post of accounts officer by granting new pay scale to 20% of this grade.
The 6th Pay Commission has not considered the knolwedge and experience of UDCs working in the Central Ministry's. They are found to be included in Pay Band 1, along with Group 'D' staff. This need to be reviwed urgently. And UDCs must be inclued in Pay Band 2.
Pay Commission has not considered the request of DOPT to upgrade the Pay Scale of UDC from 4000-6000 to 5000-9000. This need to reconsidered and the UDCs must be put under Pay Band 2.
The employees in Pay Band 1 aregetting least benefits. Clks/SKTs/infentry soldiers in the diffence are most affected by pay disparity. most of the Clks and SKTs ate Graduate/Post Graduate with Computer litracy whereas in the same Pay Band Group D employees like Cooks, washermen, Boot/Equipment Repairers are included. Clks/SKTs will be grossly underpaid if this Sixth Pay Commission report is implemented.

Sixth Pay Commnission is grosssly dissapointing. It is quite unjustified to place ASM's (Rly) with Group 'D' staff in the same PB-1,conveniently ignoring the duties, responsibilities, qualification, expertise, skills and risks involved in the job of ASM. Placing Rs. 4000 -6000 and Rs. 4500-7000 in PB-1 along with the lowest scale Gp 'D' staff is beyond one's understanding. Will the 4000 -6000 and Rs. 4500-7000 employees work only for the grade pay differentials of Rs. 800 to 1000. Won't they prefer to get reverted to the post of Gp 'D' and lead a care free life? This needs to be addressed in the interest of the Govt and the Tax payers. Only way out is to place the Rs.4000 -6000 and Rs. 4500-7000 in PB-2.
Like the Fifth Pay Commission, the Sixth Pay Commission has also created a gross disparity in fixing the transport allowance. I fee that there should have been at least four slabs, instead of three in the transport allowance. It shoul have been made as Rs. 600/-, 1400/-, 2500/- and 3,200/-.
The fifth pay commission also gave no option to switch over to GPF Scheme from CPF Scheme though it was given in other Pay Commissions. Considering the steep rise in market price and decreasing value of Rupees, this option should have been taken into consideriation to save the employees from certain starvation.
its unfortunate,gov. has not paid any attention to the employees below officer ranks.by making top level people happy, indirectly govt is humilating lower level staff.central employee r now down to knee in this era of inflation....

It is a great injustice done to the pay package of Group C and D staff. Every Govt. fails to understand that all category of Govt. employees are "employees" and that the largest chunk of the vote bank lies in the lower categories. The trend of keeping the senior level officers happy for the smooth running of the government would only facilitate normal governance and not augur the performance or give workers satisfaction. Neither it would attract vote bank. Gone are the olden days when the trend of employee master - relationship existed in the Indian governing system and 'Yes Sir' was the mantra to rule. It is high time that the government understands that today's employee is highly qualified for the posts, well educated, well aware and a responsible worker and when the Govt. falls short of his expectations it disappoints the larger chunk which gets reflected not only in many aspects of work but also in the mandate. Therefore the Govt. should derive a formula to strike a satisfactory balance between the pay of all the categories of employees. Considering the innumerable benefits enjoyed at higher levels at the cost of government exchequer the lower categories could be given attractive regular pay bouns and keep them happy.

Chaprasi/Peon/Mazdoor/Attendant/Gatekeeper/Lower Division Clerk/Senior Clerk/Head Clerk all kept under one category with hardly any pay difference as per basic. All literate/Graduates LDCs/UDCs/Head Clerks should be given a better deal.
Sixth pay commission has made Chaprasi/Peon/Mazdoor/Attendant/Gatekeeper equal to Lower Division Clerk/Senior Clerk/Head Clerk, next commission would bring them much closer to Assistant/Section Officer/Executive officer/Group B officers.
FROM THIS PLATFORM, I WOULD LIKE TO STATE THAT SIXTH PAY COMMISSION IS LAST NAIL IN CONGRESS PARTYs COFFIN(LALU WOULD NOT GIVE SPACE IN BIHAR, MAYAWATI & MULAYAM WOULD FINISH CONGRESS IN UP, ANTI-INCUMBENCY WOULD COME INTO PLAY IN CONGRESS RULED STATEs).

We have every right to know the views of CoS. Are we fool? Approving a rejected 6th PC reports by all sectors from march’08, how UPA govt. demanding it as an Independence Day gift? This may treated as biggest cheating after Independence.

If pay package is revised acc to 6th CPC recommendation......No talant will come to serve the nation. All good students will opt for Pvt. Sec. jobs due to better pay package. There might be a recession in all fin. service and other Govt. Sectors due to dearth of talent.Pay hike should be linked with GDP.
