Latest News (August 14): Cabinet approves Sixth Pay Commission Report

Breaking News! A pay hike much higher than what was recommended by the Sixth Pay Commission, has been approved by the Union Cabinet. The latest increase in annual increment and the payment of arrears was reportedly incorporated after PM Dr. Manmohan Singh's intervention. The latest revision in the pay commission report will bring more cheer to the central government employees.

The new package, which will benefit 55 lakh Central government employees, will be announced on August 15 by the Prime Minister during his Independence Day speech. According to latest reports, there will be an additional 20 percent hike over the pay packages suggested by the Sixth Pay Commission. The Pay Commission had suggested a gross 40 percent hike. The minimum basic pay of an entry level government employee has been increased to Rs. 7000. That means, they will get around Rs. 11,000 per month.

The net increase in the pay package will be around 30 percent with the additional increase for lower grade staff. The Pay Commission had calculated the dearness allowance as 74 percent. However, it is currently 83 percent. The Union Cabinet proposal also suggested a uniform 3 per cent raise in pay every year. Currently, the Central government employees get an automatic hike of Rs. 500 in the basic pay every year.

Finance Minister P Chidambaram had suggested that the new pay hike be effective from January 2007. However, it was rejected by the Cabinet Committee. The new pay hike will be effective from January 1, 2006, which means there will be heavy cash bonanza for the bureaucrats in terms of arrears. Chidambaram's proposal of putting the arrears in the General Provident Fund was also rejected. The Pay Commission had recommended that 40 percent of the arrears be paid in the current fiscal and the remaining 60 percent next year. The arrears would be paid in cash.

The employees will get new pay packages from September onwards. The gazetted holidays have been abolished and there will be only three national holidays. The central government employees will be working 5 days a week. Maternity leave for the women has been increased to 6 months.

Although the Pay Commission had suggested the scrapping of Group D personnel such as peons and coolies and wanted them to be subsumed in Group C, the panel has rejected it. The demands of both armed forces and IPS officers were approved by the Union Cabinet. A DGP will get a salary of Rs. 80,000 per month. The government will have to bear an additional burden of Rs. 15,700 crore due to the unprecedented pay hike.

The Armed Forces have reasons to smile, as most of their demands have been met. In addition to the hike in their pay structure, all military officials below the officer rank would get Rs. 2000 per month as military service pay (MSP). Higher ranked military officials will get Rs. 6000 military service pay (MSP). Brigadiers and Colonels will be put in Pay Band 4 (Rs. 39,200 - Rs. 67,000). All mid-level defence officials will be put on higher pay band. The disability pension has been increased from Rs. 1550 to Rs. 3100 per month. There will be three confirmed promotions in all government jobs including the armed forces.

Despite the approval of pay hike, the employees belonging to mid-level and junior level have expressed concerns over the exact breakdown of their pay. The government hasn't yet divulged the details of the salaries of the government employees. Here are the highlights of the implementation of Sixth Pay Commission Report:

  • Flexible working hours for people suffering from disability.
  • No scrapping of Group D personnel such as peons and coolies.
  • All military officials below the officer rank would get a military service pay (MSP) of Rs. 2000 per month.
  • Higher ranked military officials will get a military service pay (MSP) of Rs. 6000.
  • The disability pension for military personnel has been increased from Rs. 1550 to Rs. 3100 per month.
  • There will be three confirmed promotions in all government jobs including the armed forces. While the civilians would get the promotion after 10, 20 and 30 years of service, the armed personnel would get it after 8, 16 and 24 years.
  • Brigadiers and Colonels will be put in Pay Band 4 (Rs. 39,200 - Rs. 67,000). All mid-level defence officials will be put on higher pay band.
  • A DGP in the state will get a salary of Rs. 80,000 per month.

The pay commission hikes are normal. But a majority of govt servants both at centre and state levels does not perform sincerely and govt needs to tighten and take the work worth their pay form them.

doctor says. most of the tech staff[babus] at aiims spend their time in tea and coffee, getting their relatives treated by doctors. they dont need to be only tighten but screwed.
this is senario everywhere in every govt service. they take it granted.

i think this wd take another 50 years as by that time this generation of babus ll retire.

pay commision is a relief for govt. servant. Private company pay huge amount of salary which cause to rise in inlation as well most of them pay two kind of salary to their employee by evading tax.
It is shameful even if top grade management of company try to evade tax, though, management of govt sector are very strict.

first the general perception that govt. employees are getting more pay is wrong. Private cos give huge pay to their employees who just stay in office most of the time and create work rather than performing actual work. There is more tax evasion, corruption, politics and above all a general undesirable atmosphere in private companies than in govt. offices. Overall pay in govt sector is less compared to corporate sector and dont tell me everyone in corporate sector works sincerely.....

The 6th pay commission report is not a joy for every one. My husband is in the Navy and everyone in his rank has been degraded. The 5th pay commission had given us the privilege to travel by 2nd AC but now we are entitled for 3rd AC. During 4th pay commission period Artificer I, II & III were in three separate pay scales which was merged in the 5th pay commission and now they all are placed in one pay band with a grade pay of RS 3400 instead of Rs 4200, unlike their counter parts (As per the report published in March). Moreover there is also a discrepancy in fixing TA/DA, Transfer Grant, Baggage entitlement etc. Not only this, Charge Certificate Allowance payable to them have been reduced from 24.24 % of basic pay in 1960 to 4.3% now.

Comments on increase of disability pension :
report says "doubled from 1550 to 3100"
but
1550+775(DP)+DA goes around 2960/-
making net increase of Rs 140/- for 100% disable and a mere Rs 35/- for person with 20% disability

if you people are taking 3 years to impliment pay commission which is copied from other sources/counrties very very small work than how you are acepcting more work from other employees as you are also gov.servent.you should be paid Rs1.00 a day for this job.

Most of the personnel think that these are the Clks who do not work sincerely but I think it is a misconception. If our 'A' class officials and bureacrates will start working sincerely there is none who could dare to exist against their way of working. Since people have an easy approach to babus they always blame them for the whole syste - RAJESH KUMAR JODHPUR

I am not under a pension scheme and will get a one time lumpsum when I retire on 31.12.2008. Is the Gratuity amount of Rs.3.5 lakhs sufficient enough for a man to sustain himself and his wife with this meagre amount? I think the Cabinet should have looked into this aspect and increased the Gratuity Amount for personnel who dont fall under the pension scheme.

When will the IITs Employees will get the 6th pay commission benefit. Why the Committe not submitting the report as soon as possible. Because It it is dealy the govt have to pay arrear for a period of 06-07 & 07-08. There must be lot of burden . It is request that The G.O.s for IITs must be declare as soon i.e. in sept.08
