Armed Forces reject 6th Pay Commission Report

Breaking News! The Armed Forces are furious over the government's inaction on their demand for a revision of the clauses of sixth pay commission report that are related to armed forces. The armed forces have rejected the sixth pay commission report after three of their crucial demands were rejected by the government.

Families of defence forces personnel termed the sixth pay commission report as an insult to the martyrs, who sacrifice their lives for the country. The armed forces also expressed disappointment over limited pay hike as compared to other government servants and reduced pension package for the jawans.

The defence forces have not submitted their salary bills to ministry's office and they have asked the government to take a final decision on their pay scales by Wednesday. However, the government sources said that no decision is possible until the Prime Minister returns from the US on Thursday.

It was waiting to happen,the Govt could waiver all possible loans for its vote bank but alas the Armed Forces being the disciplined lot could be progressively stifled.Reducing the forces will end in a catastrophe,may some good sense prevail.

It is a sad state of affairs that a pay commission which comes up only after a decade and takes another two years to decide has this to offer to the armed forces on whose shoulders rests the security and stability of the country.
Apparently the country men only need the armed forces in their hour of crisis
No wonder there arent many who are interested in donning a uniform which was once the pride of every one .

Armed forces in India have always been on receiving end at the hands of bureaucracy. They are remembered only at the time of wars / conflicts. Yesterday on one of the news channel congress spokesman said that the pay and issue of command & control are two different issues. Get your facts right Mr spokesman. When the pay comm has said that the grade pay would decide the status, how can command & control not be linked with pay. Secondly, can anyone explain why a particular section of officers(i.e.from armed forces) have been placed in a lower scale compared to their civilian counterparts in the same old pay scales ?

Its really heart breaking for PBORs in the armed forces...Whats the intention behind fixing MSP 6000 for Officers and just 2000 for PBORs??Its really insulting them.Its due to these men our country is pulling on and thge Officers job is more relaxed ones as compared to the men.The MSP must be same for all ranks.The government should not create a multi layer community in between our soldiers..

The armed forces are now becoming just like factories..The enemity of Officers towards men in horrifying..Its too sad that the PBORs are doing even more better than Officers,, The salary of Officers and men are too different.. This difference is some what understood.. but why is this discrimination when it comes to Military Service Pay???It should be the same for men and officers

It can only happen in India.

Be it war/terrorism, floods/earthquake or a kid stuck in a borewell the armed forces are the first to be called. Being what they are the have never let the nation down ever.

Well the the nation has surely let them down.

It is unfortunate that the only disciplined and apolitical force is being made to suffer by subsequent pay commissions. Or is it because they are apolitical and disciplined that the beaurocrats feel the right to conveniently ignore their just demands. Pay is only one aspect -- over the years the Service chiefs position in the Govt of India Precedence (protocol) list has also been degrade from 4th at the time of independence to 30 plus, presentlyThe nation needs to sit up and stand for the just demands of the Armed Forces as they can themselves not resort to demonstartions, bandhs etc.To ensure the vote bank is intact the govt can write of 80,000Cr loans of farmers but is not ready to meet the just demands of the Amred forces, which will result in an additional expenditure of Rs 400Cr approx only.Jai Kisan is there -- what happened to the Jai Jawan?

I am an officer in the Indian Army serving in J&K and I strongly feel that the MSP of all ranks should be equal.

I personaly would want it to happen even if it is at the cost of even halving my own MSP.

One should not confuse discipline with subservience. Being a third generation officer in the armed forces I have been taught that Discipline is the strength of charecter to do what is right and stand up to what is wrong.

What has happened is wrong.

The sly and sneaky manner is which certain aspects of the pay commission was pushed through was expected.The insistance on not having a memmber from the Armed Forces should have been a warning enough.

A Soldiers Lament to the President
While we awaited the pay commission bounty
The IAS got there first
and now, President Aunty
We have no choice but to be blunt
We are third class citizens,
though manning the front
The bureaucrats who decide things for us
Have truly shown their animus
And we who defend our dear nation
Have again been shown our lower station.

When the seventh pay commission comes around
We will no doubt lose more ground
Then Colonels would equal civilian clerks
In salary, status and other perks
Generals will wait on worn out chairs
Outside IAS Officers' lairs.

A once proud service is now so degraded
That though their uniforms still be braided
They are demoralised and wait to retire
And then take up their pens to fire
At those they served all their life
In times of peace and in times of strife.

The lesson from this, our children we tell
Is that, if in life you want to do well
And this, I am sure, every soldier endorses
Do not ever join the forces.

Just become a doctor or a pleader
Perhaps, even better, a political leader
Or an IAS officer, with his red light
Why face the enemy, why risk a fight
When the nation you guard
does not value you much
And treats you merely like a handy crutch
To support the government in civil disorder
Or when the enemy threatens the border
But when the time comes to share the pie
They get all antsy and ask - why???

So Madam President, hear us out
A change is going to come about
And we, the most courageous of all
Will soon be replaced by the petty and small
Alas, your government would be squarely to blame
For this avoidable national shame.

Armed forces become officer force.it is being run according to their will and wishes with out cosidering the condition of the pbor's .They are only demanding for themselves, how selfish the are?

Dear Madame President,

Should I severe the ties that are almost a decade strong?
Should I chew my words and call my decision wrong?
Should I return the trousseau that my mother chose?
Should I turn all the festivities into an affair morose?
Should I go and tell him that I love him no more,

He demands nothing and goes about in silence.
Drinking and smoking, when clouds of desolation grow dense.
His mother awaits him and calls up time and again,
He switches off the phone to avoid that voiced pain.
His friends ask him to come (along with two Black Labels)
And see their plush houses and read therein their success' tales.

His wife will wait for months to get some surgery done
As, in that dilapidated SF, caring enough she finds none.
She would remember sadly her starry-eyed days
When what attracted her was his gallant ways.
Never did she realize, that foregoing her Doctorate in the UK
All she would get is this battered house, stale ration and his meager pay.

He was no less- in fact, better than some now white-collared ones.
Only, he thought romantically as one of Mother India's sons,
And chose the call letter from IMA, among several others,
And avowed his commitment to his land and his brothers.
He did push ups, while his colleagues abroad partied
His cousins wore designer labels, while he a 'combat' dirtied.

He is unlikely to accompany his wife to that family function
Where she goes alone and starts crying from the junction.
'Coz how would she face her friends and cousins and siblings,
Who would judge her attire, and other material things?
She never was a hedonist, but now she feels the pain
And curses the day when he ceased to remain 'sane'.

For what else is this, if not utter insanity?
That he sacrifices his dreams at the altar of others' vanity.
He sleeps in trenches along with his boys,
And yet unable to buy his kids' favourite toys.
His kids are born and brought up in his absence
And he kisses their wallet-ed photos in silence.

For the first time, he demanded a share of what he deserves:
An agonized plea to the heads of the land he serves.
The petition goes from table to table, round and round
And he stands still, awaiting good, as if spellbound.
Someone, then, accuses him of hedonism and greed
And lists what he gets, and how it surpasses his need.

He feels cheated and in humiliation decides to take the call
To hang his starred uniform, once and for all.
But will he be able to carry through this decision?
After all, it was he who chose a Permanent commission!
When he decided to join, he overcome all resistance,
But when he decides to quit, he stands a bleak chance.

Why should I, then, be a fool and marry another?
Who, like his band of brothers, will find me a bother!
Why should I let go of my dreams to fuel his self-destructive fire,
When the nation that he serves will find no time to light his pyre?
Why should I, along with him, bear the burden that others discard,
And sacrifice all I have to be called an 'emotional retard'?

Why should I not confront him and say-
'I don't want to marry you because you cant nay
What your seniors orders, even if lay here dying.
I don't want to spend my life waiting for you crying.
I get hurt to see the attitude of the unsympathetic crowd
To ensure whose sleep, your commitment is clear and loud.
They begrudge you, your little pay hike,
This would enable you to buy your coveted bike.
Who weigh your life in an imbalanced scale,
And choose to ignore the path of hardships you trail.'

This is how every young lady, who is in love with or betrothed to an Army officer, is bound to feel in the wake of the uncertainties surrounding the sixth pay commission. The ladies serve the organization in their own way WITHOUT being on the payrolls. They leave their careers and individuality behind to become a pillar to their men folk. With transfers every three years, forced separations and agonizing civilian apathy, the ladies are forced to limit their horizons. Does it not make sense, then, to shun the Army personnel altogether in the marriage market?
Pardon me for my sarcasm.

My dear madame, I entreat you on the behalf of thousand others to look into the welfare of our men in uniform. They demand nothing but a share of what they truly deserve. The delay in declaring and implementing the revised pay recommendations for the forces is taking its toll. Being the Supreme Commander of our forces, it is in your purview to safeguard the interests of those who serve this nation unconditionally. Above all, being a woman you are likely to understand the sufferings of the families. I would refrain from using jargon and end my plea with folded hands.

As per ch 3.4 Page 186 of pay comission report published on 24 Mar 08 the comission recommended that all diploma holders be placed in PB 2 with grade pay of 4200 but it has recommended diploma holders of defence to be placed in PB 1 with agrade pay of 2800. When will this anomally be looked into?????

I am a serving army officer. The babus deciding the pay comission should be sent to Leh,Twang or any other inhospitable areas for two years to serve, not for picnic in the name of assesment.
The present pay commison report is a disgrace to us by the babus who know nothing about ground realities.

force perssonel are working with only minimum basic benifits at the border area or other working area if we neglect in there slaray and paying more to the peopel those working in airconditioned room is not good. armed forces should ge more pay the the any other departments.ARMED FORCES ARE LIKE BONES OF OUR COUNTRY WE HAVE KEEP HEALTHY TO THEM IN GOOD CONDITION TO LIVE LONG LIFE

It is very unfortunate that Officers of armed forces are only thinking about themselves and proposing for them only but no body thinks about the PBORs who are the actual workers and posted in same area & condition, why MSP is diffirent ? it should be equal to all ranks as per the meaning of Mil Service Pay and all are sering in military.

It is unfortunate service chief- iaf only worried about officers and airing his feeling to the goverment. As he is the spokes person for all the personnel of the respective services how they can come out only for officers . Air chief is so much worried raising msp Rs.1000 to 2000 for pbor. Is he not excutive officer for pbor of the airforce?
It is understood that some injustice occurred of wg cdr and gp cap . But have you noticed a great injustice happened the x gp pbor . Being a diploma qualifed , their grade pay is 2000 where as their civil equivelent is 4200- more than the double . same case with the basic pay . where and how these poor guys air their agony .Is there any platform for them other throught their chief .Being chief , is it your resoponsiblity to ask the grivience of pbor and then collectivly submit problems to the goverment . Frankly speaking even pbor are not yet realising what injutice they came across. officer are fighting for their status where as pbor who are even not able to talk and isolated form present change and happenings ,they must cared by only respective service chiefs.

IT IS SHOCKING TO SEE THAT THE GOVT IS JUST PLAYING POLITICS IT NOT CONSIDERATE ABOUT THE ARMED FORCES WHICH ARE SHEDDING BLOOD AND SACRIFICING LIVES OF THEIR GALLANT SOLDIERS BUT IT VERY CONSIDERATE TOWARDS ANYONE WHO IS PLAYING CRICKET OR WINNING MEDAL WHAT ABOUT THE SOLDIERS . IT IS VERY EASILY SAID THAT ARMY GETS PAID TO BE KILLED , WHAT THE HELL ISN`T EVERYONE SUPPOSE TO FIGHT FOR THEIR COUNTRY, DON'T ARMY MEN HAVE THEIR FAMILIES . COME ON DEAR POLITICIANS IT IS VERY EASY SAID THAN DONE I FEEL THAT ALL BUREAUCRATS SHOULD HAVE COMPULSORY TENURE OF 5 YEARS IN ARMED FORCES AND THAT TOO IN AREAS LIKE J&k NE , SO THAT THEY COME TO KNOW WHAT LIFE IS ITS JUST NOT SITTING IN A CHOPPER AND STAYING IN BEST OF THE GUEST ROOMS AND THEN VISIT THE POST AND THINK THE SITUATION IS VERY ROSY . THE STATE OF ARMED FORCE IS SUCH THAT IF GIVEN ACHANCE 99% OF PEOPLE WILL LEAVE THE ARMY I MUST SAY ITS A DISGRACE .

As usually, once again the pay commission betrays the PBORs. In fact the credit goes to the Officers of the Armed Forces. The representatives are worried about the pay scales of officers alone. I do not understand the logic behind comparing a Major/Sqn Ldr with an IAS officer. Officers of Armed forces are already paid higher than what they deserve. Initially recommending a MSP of Rs 1000 to PBORs and at a later stage increasing it to Rs 2000 in nothing but a drama played by the officers of the Armed Forces. The PBOrs are not truly represented. It would be appropriate to appoint a highly qualified and highly intellectual senior IAS to represent the PBORs in the pay commission. Mere matriculates in the academics and attaining the highest levels in armed forces can never bring in the maturity. The government and the Officers might have succeeded in suppressing the voice of the PBORs but they are unaware of the intensity of wrong message being spread across. The long-term consequences would be worst and we have to pay highly for it.
I would like to request the members of the pay commission that at least in future ensure that the PBORs are truly represented by one of the retired PBOR but not by an officer of the armed force.

why everybody IS THINKING FOR ARMY ONLY WHEREASE CPMF ARE DOING THE THOGH JOB WITH WORST LIVING CONDITIONS,THEY R DOING THEIR JOB IN FAR FLUNG BOPS OF OUR COUNTRY WHERE NO ONE DARES TO STAYS FOR TWO DAYS EVEN.I THINK THEY R ALSO ELIGIBLE FOR PAY HIKE AT PAR WITH ARMY.DONT YOU AGREE.

The govt should remove the limitation on the armed forces that they cannot form unions, then they can reject these demands. The personnel have no way now to put up their demands. If their chief asks it uis called defiance. there no member of the forces in the pay commission. yhen who will fight for these fighters. if we do not want the last standing bastion of democracy to fall , we must look after these guys.

1. While such a tragic event has shaken the country, on every channel the debate is on and this will continue for a few days and then ultimately every one forgets about it or complacency sets in and it longer is discussed or even remembered till the next thing like this happens.

2. This act of terrorism is a very regular phenomenon, with only difference is that this time high profile 5 star hotels has been targeted and not a common man place like Fancy Bazar of Guwahati. Life of every citizen is equally crucial, whoso ever he is and therefore this sort of attitude itself is partisan.

3. Now I would like to high light the systematic erosion of complete administrative machinery in the hands of these Bureaucrat and politician for their personal gains, which should be checked at the earliest.

4. We as a citizen of this country has every right to know, because of whose action we have reached such a mesh which we are in today. Such failures should be high lighted and even discussed in public forum periodically and accountability fixed, even if a person, who has initiated such an action is no more in chair.

5. Today we are discussing, that NSG reached 9 hours late, but not that till NSG reached, why no worthwhile action was taken by civil machinery. If they have become such an incompetent lot then who is responsible.

6. Even now bureaucracy and politicians are not giving up in their endeavor to mesh up the last citadel of this country, which is Army. Now just imagine, if Army also starts reacting like a Bureaucrat, and reaches the venue after a month or so in such a situation, what will be the fate of our country.

7. Today, you know that an IAS, reaches a Joint secretary rank in 14 years of service, an IPS reaches a DIG rank in 14 years of service. As you have seen 1982 batch officer Mr Hemant Karkare, God bless his soul was ATS Chief. Where as in Army, a 1982 batch officer has not even been considered for the post of Brigadier, leave aside becoming one. Needless to mention that in IAS and IPS 100% reach that stage whereas in Army only 10% of initial induction strength reach the post of even Brigadier.

8. Now when Defence forces is asking for some respect for its Cadre of Lt Col, who gets this rank after 13 years of service, to be included in PB-4, these Bureaucrat and Politician have set up a high power committee, which have not been able to complete its report even after two months of it being setup. It was setup on 01 Oct 08 and was to submit its report by 31 Oct 08 and then extended to 30 Nov 08 and today is 01 Dec 08, but there is no trace of report.

9. Mind you, this placing of Lt Col in PB-4, is in no way going to compensate for the status, which IAS and IPS reach after 14 years of service.

10. I would like to ask simple question, which is bugging every commissioned officer of Defence Service, i.e. Army, Navy and AirForce, that whom are serving. Is it our country or these selfish Bureaucrat and Politician. It is so painful for them give us our legitimate right, which in normal course should not have been asked for by a person in uniform.

11. Earlier, never ever there was situation, when a Armed Forces had to think or bother about these trivial issues, and concentrate on their hardcore job of protecting our country. But today the attention is diverting.

12. God save this country if tomorrow even Armed forces start behaving like Bureaucrats and Politician. Who will be responsible for this mesh. Why this message is going in the minds of our Armed Forces that today the government is not bothered about them. If their morale is down, will they be able to devote their full might. Leave aside motivating youngsters to join the Defence services.

13. I think, this action of today is going to cost our country very dearly tomorrow. So we should all rise to the occasion and thwart the effort of these Bureaucrats and Politicians to demoralize our Defence Forces by evoking a nation wise debate.
