
Breaking News! The UGC Pay Panel or Chadha Committee submitted its report to UGC Chairman S.K. Thorat. The Chadha Committee has recommended a 70 percent hike in the pay of all university and college teachers. The UGC Pay Panel Chairman Prof. Chadha said that extra positions have been created at the university and college levels and no position has got less than a 70 percent hike. Here are the key features of Chadha Committee Recommendations:
According to Chadha Committee recommendations, there will be Assistant Professors instead of lecturers.
The Assistant Professors will get pay in senior scale in four years and then be promoted to selection grade in five years.
These three positions will have a pay band of Rs.15,600-Rs. 39,100 with a different grade pay. The Chadha Committee has also proposed the creation of a new post of Senior Professor for any teacher with 10 years experience as Professor.
Another new post titled Professor of Eminence will be created. That position will be given to a Professor with national and international stature. However, not more than 10 percent of the total strength of professors in a university can get that title.
Professors of Eminence and Vice-Chancellors will receive the same salary - Rs. 80,000.
At the college level, there will be Associate Professors in place of Readers.
Posts of Professor to be sanctioned for direct recruitment in colleges for disciplines that have postgraduate teaching.
The age of superannuation has been fixed at 65.
The Chadha Committee wanted its recommendations to be implemented from January 1, 2006.

its great injustice for lecturers in selection scale to be in same pay band as lecturer at entry level how can you imagine mr chadda that it will motivate young generation to opt for teaching career when he/she will remain in same pay band for most of his life thnk again
Chadha Sir Recomend Pay like IAS officer But not suggest any strong exam like Civil Service Exam at entry level,instead of it, He had recommendded Ph.D.as an easy option to SET/NET. in our maharashtra,the situation is like this that anybody can get Ph.D. thesis in written form by paying required amount of money.
The Librarian/Physical education directors parity has not been clearly mentioned in the report. Prof Chadha has received so much feedback from differenet parts of the country but dissappointed the academic community. We expected a lot from him. For this report he shouldn't have taken this much time.
Respected Prof. Chadda, Computer professionals in the Lecturer scale working in the universities should also give the status equivalent to Lecturers (Assistant Prof.) also for the peromotional purposes. Hope you have also mentioned these points in your recommendations to UGC.

The Assistant Professor or any teaching staff is supposed to be most intelligent person of Our society and he will prepare the future intelligentia of Country. Therefore, it is supposed that the minimum qualification for such post should be more than 75$ marks at each stage starting from 10th standard, along with Net/ Ph.D. Everybody knows that Ph.D. is not related to only knowledge but the mercy of Guide, manipulation and sometimes on money.The job should be well paid and respectable.

Mr. Chadha sir think about the lecturers who joined the profession with NET qualification but without Ph.D.
Previously NET was mandatory for the post of Lecturer.
That has been relaxed for Ph.D holders.
When , the one who enters into the service after some relaxation in norms is given 5 advance increments, the same benefit must have been extended to the candidates who have passed the tough NET examination.
At the least the NET passed candidates must be given two additional increments.
In my opinion the following formula is more apt.
M.Phil with out NET - 2 increments
M.Sc with NET - 2 increment.
Ph.D with out NET - 3 increments.
M.Phil with NET - 4 increments.
Ph.D with NET - 5 increments.
Pof GK Chaddha's right perspective has given new lease of life to Higher Edn. in the country, by offering an attractive starter to the talented/ most deserving youngsters.The Prof. is to be congratulated for the reported recommendations on allowances. I further request UGC to advise state govts. to simplify new fixation procedure for college Lecturers by directing the Concerned Principals to submit them directly to the Directorates/ Joint Directors, on self/individual submissions/ declarations by Lecturers.

There is a glaring anamoly in the revised pay structure of Astt Prof(selection grade)which recommends it as :

Hence to carve out this anamoly and to include them in Superior grade they too ought to be recommmended in the pay band Rs 37400-67000.

There is very painful set of mind after going through the reports .Why the committee is so revengefull about pay structure of Readers in University.Lecturers and Readers have been kept in same band.There is no justification of huge gap between Readers and Professors.Whethers Readers dont deserve any thing .Dr Chaddha sir kindly do justice with Readers they are also working with dedication in service of nation.
Dr. Chaddha is to congratulated for having recognised the proffessional hazards faced by teachers during discharge of their duties .He has given teachers a sense of respect in the eyes of world teaching community.

Chadda Sir plz do justice with teachers who were made eligible for teaching in highereducation after difficult competition of NET,but they don't get any increments and benefits.This thing definitely discourages & demotivates to a teacher who goes to read in depth of subject for knowledge.
In 1961the UGC revised the scales of professionaly qualified Librarians and equated with corresponding categories of teaching staff in Universities and Colleges.In 1964 the Kothari commission of UGC recommended Librarians status at par with teachers.The Mehrotra committee also noted the principle of parity between librarians and teachers .Prof. Rastogi also recommended that position of Librarian in college should be that of a lecturer,with equivalent qualifications .The librarians are running from pillar to post for last many years for declaring them as Teachers .DPE'S in most of the States have been re-designated as Lecturers in Physical education and have common seniority with teachers cadre and thus get benefit of promotion as Principal,Jt. Director,Director etc.But till date librarians have not been recognised as teachers.The discrimination is causing dichotomy and crisis within the profession of teachers and librarians,which is not good for maintenance of standards of Higher Education.Librarians have suffered a lot and denied fair justice by Prof Chadha also .Inspite of all delebrarions and genuine demand of Librarian Associations the new nomenclature of re-designating their posts with coresponding categories of teachers as Assistant Professor in Library services,Associate Professor etc. has not been conceded.This will once again create many anomalies during the final implementation of Report as have been the case during earlier report.It took 8 long years to restore the long established parity to be re-restored.Do you want Librarians to be impatient and be on warpath for restoration of parity with teachers once again.I think UGC and The Ministry of HRD Govt. of India will surely look into the anomalies in Chadha Committee report especially in respect of this minority category AND rectify the same before approving the report for final implementation.

Dear Sir,
I am a Lecturer(SG) working in an aided college in the suburbs of Chennai. I have been in the teachers movement for long. In the interest of the teaching community, I offer the following comments:
1.SCALE OF ASSISTANT PROFESSOR(SG)/ASSOCIATE PROFESSOR:
A. In the last pay revision, teachers with long years of service in SG were placed disadvantageously. Hence, a higher start of Rs.14940 with increment of Rs.420 was given in the Selection Grade with 5 years service. This was given instead of the then existing central scale of 14300-300-18300.(S-24 in the VI Central Pay Rules).
a. But now in the VI Central Pay Rules, S-24, has been replaced and fixed in the PAY BAND 4(Rs.37400 – 67000).
b. College teachers in the Selection Grade/Reader(redesignated now as AP(SG)/Associate Professor) have been placed in PAY BAND 3 (Rs.15600-39100) and not PAY BAND 4. This is a gross injustice committed in the Chadha Committee recommendations. Hence, the existing Lecturers(SG)/Readers deserve to be placed in PAY BAND 4.
B. In the revised scales of pay suggested by the Committee, Principals of UG Colleges(in the existing scale of 12000-420-18300) have been placed in PB 4(37400-67000). It is intriguing as to how a distinction can bemade between them and other Lecturers(SG)/Readers in the revision. The natural corollary is to revise the scale of Lecturers(SG)/Readers on par with the Principals of UG colleges in Pay Band 4 in the scale of 37400-67000.
2. NEW POST OF SENIOR ASSOCIATE PROFESSOR:
a. The eligibility conditions for this new post and the procedure to be followed are rigorous and cumbersome, that no one would get the same. Teachers who have spent 6 years of service as Associate Professor/Assistant Professor(SG) should be automatically promoted as SENIOR ASSOCIATE PROFESSOR, with a higher start in the PAY BAND 4.
NOTE: In Chapter 5,Para 5.9.5, it is mentioned that college dteachers have no scope for research and that they are tied down with classroom teaching etc., and also greater emphasis has been laid on the same. But para 5.10.1 where eligibility conditions are prescribed are contradictory in nature and have virtually denied this new post to College Readers, not to speak of Selection Grade Lecturers without Ph.D.,
The same para says that Assistant Profesors(SG) who do not possess Ph.D., are not eligible for promotion as SENIOR ASSOCIATE PROFESSOR but shall only move to the next pay band after reaching top of their old pay band carrying their old grade pay. This does not give any benefit at all. (It is like asking a person moving in a train on a journey to break his journey at a station and make him travel by a front compartment, which makes no difference in his journey time).
b. The fact remains that as per the last pay revision, teachers with 11/10/9 years of service move into Selection Grade/Reader. This has benefited many new entrants then.
But, in the case of teachers who moved into Selection grade/Reader scale after 1986 were not given any benefit of promotion on 1.1.1996 but were fixed only in the Selection Grade only. Thus they have been stagnating for long(may be ranging between 10 and 20 years).
c. Thus the new post of SENIOR ASSOCIATE PROFESSOR WITH A HIGHER START BE GIVEN TO ALL ASSISTANT PROFESSORS(Selection Grade)/ASSOCIATE PROFESSORS(formerly SG/Readers) w.e.f. 1.1.2006. who have put in 6 years of service.
ANOMALY OF CAS FROM 27.7.1998 INSTEAD OF 1.1.1996:
In Chapter 5.19, though the above anomaly seems to have been rectified, it is not explicit to say that Career advancement Scheme would take effect from 1.1.1996 instead of 27.7.1998.
Thus taking into account the number of years of service required as per the last pay revision rules(11 or 10 or 9 years of total length of service), teachers are to be placed in the Selection Grade as on 1.1.1996.
Further in the case of teachers who became SG as on 31.12.1995 and completed 5 years in that scale, were given the benefit of Rs.14940(additional 2 increments considering the long innings of service). The same should be extended to teachers who are now to be placed as SG on 1.1.1996(after rectifying the anomaly) by awarding the HIGHER START OF RS.14940/- on completion of 5 years in that cadre and then the scales are to be revised from 1.1.2006.
MINIMUM QUALIFICATION FOR APPOINTMENT
In para 5.7.7 of Chapter V, the PRC has recommended that M.Phil., holders cannot be exempted from NET/SET.
But the existing relaxation from NET/SET for M.Phil., should be continued in larger interest of aspirants who have completed M.P:hil., or are pursuing the same.
In fact, the UGC has somersaulted on many occasions on qualification issue for lecturership. This has caused lot of hardship to teacher aspirants across the country and time and again these teachers have sent mass memoranda to the UGC and HRD to retain the exemption. Moreover, in several States, appointments are being made now after lifting the ban. Also, the 14.6.2006 Regulations of UGC have exempted them. Further the final recommendations of Dr.Mungekar Committee have been submitted to the UGC and the recommendation is to have the exemption upto 30.6.2009, which is pending with the HRD Ministry. Hence the PRC’s recommendation of withdrawal cannot be retrospective from 1.1.2006 and not prospective even. The Expert Committee appointed by the UGC is there to take care of the same.
Moreover, when 3 advance increments are given to M.Phil.., holders at the time of appointed as against 2 increments for NET/SET holders, it does not sound well as to how the exemption can be withdrawn.
PROFESSOR Chaddha and his associates needs to be heartily thanked for creating the post of Senior Professor in a university for those who have spent 10 years as a Professor. I request, however, that with this legitimate honour a small incentive of few extra increments may also please be granted by the UGC, MHRD and Cabinet, if missed to have got a mention by Prof. Chaddha. This will be the minimum courtesy from the MHRD to honour this highest literate position under the Govt. of India who builds up and shapes the able human resources through this noble profession to carefully and graciously command different spheres of the whole nation.
I further feel indebted to the PRC for the redressal of previous PRS anamolies and granting CAS promotions from the date of eligibility with arrears from 01.01.1996. This has been a long due justice to the sufferers, as their redressed salary arriving at on 01.01.2006 will now be considered for fixation under the new UGC pay scale to be announced under the Sixth Pay guidelines.
Further, I do agree with Professor Chaddha that teachers’ periodical appraisal and emphasis on the maintenance of discipline, morality and sense of integrity should be the part and parcel of the new pay package.
Thanks for a historically remarkable recommendations by true academicians for true academicians.
Readers (now designated Assoc. Prof.)should have been placed in the Pay band -4 like their counterparts, the Scientists E.
Otherwise this will not be a hike in true terms, merely a revision. Moreover the third Professor promotion was skillfully compromised by offering the new post of Senior Associate Prof. (in the~pay band -4), thereby ensuring that a college teacher can never be a Prof. In case of University teacher while there is this third promotion, but the grade was not equated with that of a secretary to the govt. as made out in the UGC Questionnaire circulated earlier for purposes of pay fixation. So in either case senior teachers ultimately were given the short thrift by the bureaucrats.
Thanks to Prof Chadha for providing incentives to states implementing new scale of pay in toto or no financial assiatance from ugc for the purpose. Pl. stick to that and accordingly order may be issued.Uniformity at all level be maintained.

As mentioned in the report for the computer professional, Kinly mention the grade / Scale (equvailent to Lecturer Scale) instead of designation, as mentioned in the report for computer professionals "System Analyst" only. UGC has sanction the post of "Programmer" in 1986 in grade of Lecturer and still they are working in same scale and desination. In the present report programmer will be junior from the "System Analyst" even though he is working in the Lecturer scale from last twenty years. "System Analyst" post have been created by UGC in 1996. Kindly make these changes.

wE CAN NOW UNDERSTAND THAT the real Plan of UGC and G K Chadha PRC Report was to DIVIDE AND RULE , CREATE MORE HIEREARCHIES IN ACADEMIA , create differences between them so t hat they can't unite and fight and also in the process deny the third promotion to teachers something that has been close to the heart of UGC all along and it done so. It has introduced 3 types of professorial grades but no it will not give professors’ grade to college Readers.
At a time when the 6th Pay Commission has categorically stated that at least 3 assured promotions should be given to both the military and civilian govt employees the UGC through its G K Chadha PRC Commission is denying this or put conditionalities such as peer review , student assessment , selective implementation in P G colleges which would deny 3rd promotion. See what they have done to the Reader’s grade. The Rs 12000-420-18300 grade has been downgraded to PB – 3 whereas equivalent grades in Central govt which end at Rs18300 and surprisingly with Rs 400 as the increment annually have been without much ado been upgraded to the Rs. 37400 - 67000 i.e ., PB -4 band. Lower scales in the Central govt ( for e.g., old scales of S-24 such as 14300-400-18300 and S -25 of Rs 15100-400-18300 have been upgraded to Rs. 37400 - 67000 ) but teachers who have a higher increment of Rs 420 in the old scale of 12000-420-18300 have been downsized to Rs.15600 – 39100 If this is not discrimination then what is ? It is against rules of the government apart from being against the principles of natural justice
Teachers are the scums of the earth , so degraded that even existing scales should not be given the same upgradation as has been given to Central govt employess by the 6th CPC recently. It smacks of malafide intention.

I am a recently-retired Selection Grade Asst Professor whose pay was fixed at 14940 on 01-01-1996. In fact, I had become an SG Asst Professor in 1991 itself i.e. 5 years before the V UGC pay revision. Now, in the VI UGC pay revision--after 15 years of service in SG cadre--I am still clubbed with the new entrants. The report talks about the requirement of Ph.D qulification and bla bla instead of fixing PB-4 for teachers like me. The most senior teachers who are the panel members take vicarious pleasure in downgrading teachers like me. I am happy that, we, as a freak breed, are at least useful in giving such pleasure to Chatha & Company. May the Honorable Members of the Panel and their ilk live long to torture teachers like me who are unfortunate enough to be still in service!

Incidentally the post of Lt. Col.in the armed forces had also previously been placed in Pay Band 3 and after protest now in Pay Band 4.

This is in response to the previous bloggers contention for exemption of NET/SET for M.Phil holders.Why on earth do you people want the "clutches" of exemption for NET/SET like a physically disabled person? This is almost akin to reservation.Are you so poor in academics that you cannot pass NET? In that case forget about a teaching career in College/University. Good riddance to bad trouble.

THERE ARE WORTHLESS AND SHAMELESS MEMBERS IN THE COMMITTEE WHOSE ONLY CONSIDERATION WAS TO MADE THEIR OWN SALARIES FAT AND NOTHING ELSE. HENCEFORTH, NO EXISTING PRINCIPAL/ PROFESSOR SHOULD BE ALLOWED TO BECOME MEMBER OF UGC PAY COMMISSION.
The recommendation of Chaddha Pay review committee has done a great injustice to the Readers by recommending PB-3 for Readers. Government has already given PB-4 with GP of 8700 to the pay scales ending at 18300 with annual increments of 400. Reader’s pay scale ends at 18300 with annual increments of Rs 420. By recommending PB-3 to the Readers, Pay review committee has downgraded the Readers position which is pivotal in teaching profession because of their experience and age. This anomaly could easily be resolved by placing the Readers in PB-4 (Basic pay 37400) with GP of 8700 as has already been given to UG college Pricipals (Pay scale 12000-18300). Position of Professor will still be superior as their Basic pay starts at 43000 or 450000 with GP of 11000. Creation of bigger gap than this will certainly be humiliation to Readers.
Great injustice has been done by Chaddha Pay review committee to the Assistt Prof. and Assoc. Prof. particularly to Assoc. Prof/ Readers. Government has given PB-4 to the Pay Scales ending with pay of 18300. Unfortunately, pay review committee has recommended PB-3 for the Assoc. Prof./Readers/Assist Prof (Selection Grade) whose pay ends at 18300. Assoc Prof /Readers must have been placed in PB-4 with grade pay of 8700. It would have avoided the stagnation of teacher in the same pay band(PB-3) for 17 years. This anomaly must be addressed by the UGC and Ministry of HRD while finalizing the implementation of the report. Otherwise, a young talent joining the teaching service will lose incentive for better performance as only incentive for 17 years will be a meagre increase of Rs 600 and 800 in the grade pay for his first two promotions as Asstt Prof(Senior Scale) and Associate Professor. This could be easily avoided by placing the Assoc Prof/Reader in PB-4 with GP of 8700. Because the new incumbent will know that he will be promoted to next pay band with better performance. It will also reduce the frustration of Readers whose basic pay has reached to more than that of starting basic pay of Professors(16400). If this problem is not addressed the Reader's ( whose basic pay has reached to more than that of starting basic pay of Professors)basic pay along with GP will be Rs 20000 less than the total basic pay of a starting professor. By adding DA and HRA his salary will be less by about Rs 30000. What a great injustice! it would be with a teacher (above exampled Reader)who was drawing same pay as a professor as on today. It is humbly requested to those who are at the helm of the affairs to avoid such disparity which could easily be done by putting the Readers in PB-4 with GP of 8700. Teachers pursuing same duties with same qualifications should not be discriminated in such a way.
Chaddha pay review committee seems to have recommended everything for Professors. Hike of pay by 70-90% (as claimed by Prof. Chaddha) is only in case of professors. There is nothing for Assist Professors, Assist Prof (Senior Scale) and Associate Prof/Assist Prof (Selection Grade)in the report. As a matter of fact Readers have been humiliated by placing them in PB-3. The government has already given PB-4 to the pay scales ending at 18300 (with annual increment of 400). Readers pay end at 18300 (with annual increment of Rs 420) hence deserves to be placed in PB-4. Prof Chaddha at one end claims that he has made teaching profession a noble profession, at the other he has downdraded the position of Readers. Perhaps Prof Chaddha was more concerned about Professors and retiring professors that is why he recommended for new position of senior professor and professor of eminence and increase in the retirement age. There is nothing wrong in it but he should also have considered for other young and middle aged teachers. From the newspaper it seems that UGC has corrected these issues (Recommendation of PB-4 to the Readers). It is requested to those who are at helm of the affairs in the ministries (HRD and Finance) to provide PB-4 to the Readers and save the teaching profession from the humiliation.
I simply oppose the implementation of the Chadha Committee Report before making necessary rectification specially in the pay scale designed haphazardly for the Selection Grade Lecturers. A great injustice done to them by placing the most intelligent , hardworking group of teachers both in colleges and Universities in the country in PB3. Instead, they should be placed in pay band 4 or should be placed them at a minimum scale at 35000-65000.
Just a hue and cry of pay hike of 70% or the teachers are getting special benifits, nothing is like that. The reality is that the common teacher is being downgradrd by Chadha Committee report.

ITS A GREAT INJUSTUICE TO M.PHIL STUDENTS WHO ARE WORKING FOR THE ENTIRE YEAR FOR GETTING THEIR DEGREE THINKING THAT AFTER COMPLETION THEY MAY COMPETE FOR DEGREE COLLEGE LECTURER POST,THEIR DREAMS ARE SHATTERED ,ALREADY HUNDREDS OF M.PHIL DEGREE HOLDERS ARE APPOINTED AS LECTURERS,WHAT ABOUT THEM.THEY ALSO SHOULD BE DRAGGED OUT FROM THEIR POSTS OR ELSE ONE YEAR COMPENSATION SHOULD BE GIVEN TO M.PHIL REGULAR STUDENTS OR ELSE WE WILL GO TO COURT FOR JUSTICE .
Shame on the decision of excemption for Net/Set"Affected" candidates. The standard of M.Phil.and Ph.D.in our country has so gone down that there will be complete darkness and chaos in higher education hereafter.God save us and our country from stupid decision-takers.
Qualifying NET/SLET is more difficult comparing to M.Phil or Ph.D so please give some importance to those who have qualified NET/SLET. I strongly support Dr.Sood commements on the librarian cadre. Librarians and physical directors are key posts in any college. Librarians and Physical directors have the same or more qualifications than any other teaching faculty in the college. So, chadha sir kindly look in to Dr. Sood comments and do justice to the College librarians.

Many who are in reader or equivalent grade have expressed anguish over dr.chadha's report of recommended pay revision to UGC. Their feelings are logical and genuine. Many reader grade faculty members stagnate at 18300 basic at the top of the scale. By not giving them due promotion as professor to the next level in P4 scale is injustice and vindictive. UGC in the wider significance of higher education in countrey should not deny professorship to post graduate colleges having readers who have completed atleast 10 years in that scale. Revised designations for lecturers and readers sound childish. The reoprt sure;y does not reflect any deeper analysis or honest intentions. It rather sounds like a thesis prepared by our university professors, replicating and recycling second hand information from journals in a bad manner. Hope UGC and MHRD and Govt will rectify the middle order mess created in dr.chadha's term paper like report ( deserves C grade) submitted to UGC.
